Regional Project Management Consultant

Project: Increased and improved CSO-led advocacy efforts on the sexual exploitation of children in humanitarian contexts in the Middle East & North African (MENA) region

Organisational Context

ECPAT International is a global network of organisations working together for the elimination of the sexual exploitation of children (SEC) in all its manifestations i.e. exploitation of children in prostitution, online child sexual exploitation, sale and trafficking of children for sexual purposes, sexual exploitation of children in travel and tourism and some forms of child, early and forced marriage. The ECPAT Network currently consists of 113 members working at national and local levels in 98 countries.

ECPAT Members are very diverse: some are small grassroots advocacy organisations; some are large social welfare providers; some members have activities covering a wide range of SEC issues while others concentrate on only one manifestation of SEC. ECPAT works to build collaboration among local civil society actors and the broader child rights community to form a global social movement for protection of children from sexual exploitation.

The ECPAT International secretariat is based in Bangkok, Thailand and provides services like technical support and information, coordination of multi-national projects, and holds workshops and other educational forums to extend and exchange knowledge among members in different countries. It also represents and advocates on key issues at the international level on behalf of the network.

Background

ECPAT International is seeking a Consultant to support the implementation of a project focused on increasing and improving CSO-led advocacy efforts on ending SEC in humanitarian contexts in the MENA region. The Consultant will map civil society stakeholders in Algeria, Egypt and Tunisia and support the organisation of national stakeholder engagement workshop in each of these countries. At these workshops, the Consultant will support the secretariat in facilitating the development of national advocacy strategies to raise awareness on SEC in the humanitarian context.

The Consultant will further support the ECPAT secretariat in the launch and media release of the MENA Regional Overview on SEC (a report recently finalised by ECPAT) and of 5 Briefing Papers on SEC (to be developed by the ECPAT secretariat) and in the tracking of engagement in a social media campaign related to these launches.

In addition, the Consultant will help with the membership application processes of potential new member organisations from the MENA region (in particular from these 3 priority countries) and monitor their efforts in implementing their national strategies. Finally, the Consultant will support the project related correspondence in English and Arabic between the secretariat and regional stakeholders and work closely with ECPAT’s communications department to ensure the project is well reflected in ECPAT’s communications efforts.

Position Objectives and Activities

  • Mapping of CSO stakeholders addressing Child Sexual Exploitation in Algeria, Egypt and Tunisia

  • Lead preparations for and help facilitate 1 national stakeholder engagement workshop in each Algeria, Egypt and Tunisia

  • In collaboration with the secretariat, prepare high-level advocacy event to launch the MENA Regional Overview on SEC

  • Facilitate the development of one Regional Advocacy Strategy on addressing SEC in the Humanitarian context and it’s sign-off by relevant stakeholders in the region

  • Mapping of CSO stakeholders in Egypt, Algeria and Tunisia

  • Guide the translations of a Briefing Paper from English into French and Arabic

  • Facilitate the development of 3 national advocacy plans signed-off by members

  • Support the ECPAT secretariat in the membership application process of relevant CSOs from the MENA region

  • Keep in regular correspondence with UNICEF MENA Regional Office in regards to their participation in the project Monitor efforts of relevant stakeholders in implementing the national advocacy strategies

  • Support project related communication’s efforts

  • 1 outcome report on national implementation

  • Final project reporting

Total project duration: 5-6 Months, with an estimate of 40 consultancy days during this period.

Mapping report for Algeria, Egypt and Tunisia - February 2020

1 national stakeholder engagement workshop in each Algeria, Egypt and Tunisia - February - May 2020

Translated Briefing Paper from English into French and Arabic - April 2020

1 Regional and 3 national advocacy plans signed-off by members - February - May 2020

Membership application paperwork for relevant CSOs from the MENA region - March – June 2020

1 outcome report on national implementation - June 2020

Final project reporting - June 2020

Required Competencies/Qualifications

The successful candidate will meet the following criteria:

Core Competencies

  • Excellent time management and multi-tasking skills;

  • Ability to work autonomously;

  • Strong interpersonal and negotiation skills;

  • Accountability

  • Event management skills

Technical Competencies

  • Fluency in English and Arabic language, French would be an advantage

  • Understanding of the country’s development context, activities, actors

  • Significant experience in child protection project design and implementation

  • Experience in project management, monitoring and evaluation

  • Excellent capacity to write for different audiences

Qualifications & Experience

  • Qualifications or relevant work experience in child protection, education, international development or related discipline;

  • At least five years of professional work experience in child protection, education, international development projects;

Timeframe

Project start: Asap but no later than 1 February 2020

Project end: end June 2020 to mid-July 2020

Management and Reporting Arrangements

The overall project coordination will be the responsibility of the Consultant. Throughout the project, the Consultant will report to the ECPAT Deputy Executive Director for Network Development and External Relations. ECPAT International and UNICEF MENARO will assist in mobilising and generating support from various national level government and civil society actors as needed.

Additional Information

  • All discussions and documents relating to this consultancy will be treated as confidential by the parties.

  • The assignments will be carried out home based; Occasional travel is foreseen. The agreed consultancy fee is assumed to cover standard computer equipment and communication tools for the consultant to carry out the tasks.

  • The Consultant is expected to act at all times in a manner consistent with the values of ECPAT International and in compliance with the organisation’s policies and procedures including Child Safeguarding Policy and the Staff Ethical Code of Conduct.

  • The successful applicant will be required to have in place insurance arrangements appropriate to provision of the requirement in this Terms of Reference.

  • Proposed payment schedule consultancy fees: three instalments
