I. Background and Rationale
The phenomenon of sexual exploitation of children in travel and tourism was for the first time acknowledged as a global issue during the First World Congress on Commercial Sexual Exploitation of Children held in Sweden in 1996. Now, twenty years later, the issue persists and seems to increase as a result of globalisation, ever-increasing mobility and the wide reach of the internet. In July 2014, ECPAT International initiated a Global Study on Sexual Exploitation of Children in Travel and Tourism (SECTT).
With the long term objective to stop Sexual Exploitation of Children in Travel and Tourism, the Global Study provides evidence-based knowledge to guide effective decision making. ECPAT has mobilised its network and its global partners to undertake this Study in order to raise awareness and to mobilise concerted, comprehensive and coordinated action from governments, tourist industry and civil society organisations to stop sexual exploitation of children in travel and tourism. The Global Study has been guided by a multi-stakeholder High-Level Global Taskforce. The Task Force members contribute to the study from a wide range of backgrounds, including governmental, non-governmental and private sector. The Study includes local research conducted by members from the global ECPAT Network, expert paper submissions from partners and experts, desk research for nine regional reviews, children's voices and consultation reports. The first draft of the Global Study report is planned to be finalised in December 2015.
ECPAT International places children and youth at the heart of its actions and believes they can play a meaningful role as actors in combating sexual exploitation. The first step in empowering children and youth to become agents of change in ending SECTT is to build their knowledge on the issue. For this purpose ECPAT plans to develop a youth friendly version of the Global Study Report. The publication will target young people between 14 to 20 years of age.
ECPAT International previously produced several youth friendly publications on the issue of SECTT, e.g. “Sexual exploitation of Children in Tourism: Child and Youth Version”[1], “Young People’s Guide to Combating Child-Sex Tourism”[2]
II. Objective of the Consultancy
The objective of this Consultancy is to develop a youth friendly version of the Global Study report not exceeding 25 pages (including the table of contents, info graphics and annexes). The document should include information on the current situation of SECTT (global and regional trends, the factors that lead to children’s vulnerability, the harm done to children, profiles of abusers, case studies etc.) as well as guiding information for young people on actions to be taken to stop SECTT (based on the information gathered through the consultations with ECPAT Network members’ children and youth groups).
The Consultant is also expected to provide ideas for the publication’s layout (ideas for visual identity, pictures and images to be used in publication), edit and review the draft of the layout that will be developed by ECPAT International Designer/Publications Associate.
